Jack Munroe operated as a super hero for a number of years under the identities of Bucky and Nomad. During one of his adventures he was caught in an explosion and was believed to have died, in fact he was found in the rubble of a building by an F.B.I agent who had him placed in suspended animation so he could heal.
When Monroe next awoke he found himself in the hands of CSA scientists. The scientists explained that he had been injected with Nano-probes, microscopic robots that could be used to control his actions. Monroe was then told that he would be used to destroy the Thunderbolts and was taken to a weapons depot that contained all the weapons the government amassed over the years from captured super-villains. After weeks of training Monroe was sent out to complete his assignment as Scourge.
