The H.I.V.E. Mistress has no super human powers, she does however have all the resources of the H.I.V.E. at her disposal.

Origins:

The H.I.V.E. (Hierarchy of International Vengeance and Extermination) was formed by the H.I.V.E. Master who gathered together seven other criminal scientists. The H.I.V.E. try to gain world domination through terrorism and political manipulation, as well as eliminating their common foes, such as Superman and the Teen Titans.

Little has been revealed about the origins of the H.I.V.E. Mistress. At some point, she killed her own husband (the original H.I.V.E. Master who had founded the organization) and assumed control herself. She appears to be very unstable and quite insane.
