| Mica was an aide to the corrupt businessman Henry Hewitt (Tokamak), who was focused on capturing Firestorm and duplicating his powers. Hewitt designed the Enforcer battle suit and hired small-time thug Leroy Merkyn to bring down Firestorm. He failed, so Hewitt had him killed and retrieved the armour. Mica was given the Enforcer armour as a gift and instructed to attack Firestorm. | ||||
