Black Mask has no super human abilities however he is a master criminal strategist and skilled in the use of hand guns. His primary weapons are Fear and Intimidation.
Black Power Ring: The Black Lantern Rings are capable of wielding the black energy outside of the Emotional Electromagnetic Spectrum. When Black power rings choose wearers, they present themselves to the deceased without a charge. The rings (which constantly ask for "flesh") are recharged by killing living beings and removing their hearts; each heart restores .01 percent power to every ring in the Corps. Black Lanterns are also able to read the emotions of the living as a coloured aura that correlates to the emotional spectrum (red for rage, violet for love, etc.). Black Lantern Rings will regenerate a corpse each time it is damaged, they can create constructs, but this ability is rarely used and they allow flight.

Origins:

Roman Sionis was the most vicious crime boss in the history of Gotham City. As such, he naturally attracted the attention of Batman. The hero and villain came face-to-face in Sionis’s abandoned family home. During the ensuing struggle, Sionis’s ebony mask, from which he took his criminal name, was burned on to his face. With the mask permanently fused to his skin, Sionis was truly Black Mask for the first time. Sometime later, Catwoman stole from Black Mask, and in retaliation he tortured her sister and murdered her brother-in-law. Consumed by guilt, Catwoman shot Black Mask in the head. During the Blackest Night, he was resurrected as a Black Lantern.
